How Super Bowl Host Cities Are Chosen
To be considered, any city wishing the Super Bowl must submit a proposal a number of years before the event. The team owners of the NFL then vote for the winner a couple of years in advance of the game. The game in Atlanta, for instance, was granted in advance.
This has not been the case in the past. Early in the game, it was not as open as it is now and was not as democratic as it is now.
States and Cities That Have Hosted the Most Super Bowls
Florida is the leading state with the most Super Bowls played, having had 17. California is in second place, with 12, followed by Louisiana with 11.
Miami and New Orleans are tied for the #1 spot with 11 games apiece among cities. Super Bowl 59 will be played in the Caesars Superdome in 2025 in New Orleans. Miami was 11 in 2020, which was played at Hard Rock Stadium.
Why Warm Weather and Domed Stadiums Are Preferred
Typically, the NFL desires warm weather and a dome stadium for the Super Bowl, but there’s been one exception. In 2014, Super Bowl XLVIII took place at the MetLife Stadium in East Rutherford, NJ outdoors. This was the first outdoor Super Bowl in cold weather – albeit temperature-wise, the game was not that cold in the Northeast with a 49 degree kickoff.

Since then no site in the cold weather has been chosen. Rather it has been played at domed stadiums in Detroit, Indianapolis and Minneapolis.
